If you open the PDF in Photoshop, turn on the rulers and since we know one square = 2 inches, just increase the image size until each square equals 2 inches. Then figure out what your waist and bust measurements are and make your adjustments from the original there. Your measurements for the gown would be the measurements over your stays and don't forget to add in the seam allowances as I'm sure they're not in there. I could be wrong there though. This is probably where a mockup is Very useful. And not wasteful as you can use your mockup as lining or strength fabric to flatline your fashion fabric to.
